Mike’s career began in education, where he spent over a decade advising, coaching, and developing students and professionals from diverse and underrepresented backgrounds—an experience that continues to shape his inclusive, people-centered leadership approach. He brings extensive experience in organizational change, executive advisory, and leadership development, having guided organizations through mergers, rapid growth, and complex transformations. Known for his pragmatic, trusted-advisor style, Mike helps leaders navigate ambiguity, develop strong leadership pipelines, and create environments where people, systems, and mission readiness thrive.


Joseph McKinney
Vice President of Strategy & Growth
With more than 19 years of experience spanning national security, geospatial intelligence (GEOINT), advanced analytics, and defense technology, Joseph brings a unique blend of operational insight and strategic leadership. He has deep experience supporting the National Geospatial-Intelligence Agency (NGA) and other IC customers, with hands-on expertise across enterprise engineering, mission operations, analytics, and large-scale modernization efforts. His background enables AIS to bridge strategy, technology, and execution in highly complex, classified environments.
Joseph has led growth and capture efforts supporting major NGA programs and enterprise initiatives, including GEOINT operations, systems engineering and integration, agile transformation, and advanced analytics. He is recognized for building trusted relationships with government stakeholders and industry partners, shaping competitive proposals, and aligning small-business advantages with mission-critical outcomes.
In addition to his corporate leadership role, Joseph is a senior data science and performance analytics expert, with extensive experience applying AI/ML, automation, and data-driven insights to GEOINT collection, analysis, and enterprise decision-making. He holds an MBA, is a certified Project Management Professional (PMP), and maintains an active Top Secret/SCI clearance.
Joseph also serves as a U.S. Army Reserve Military Intelligence Officer, where he has commanded and supported intelligence units aligned to national-level missions, further reinforcing his operational credibility and leadership perspective.

Bruce Allen
Throughout his career, Bruce has held senior executive leadership roles within the Office of the Director of National Intelligence (ODNI), the Central Intelligence Agency (CIA), and the Department of Defense. He has led large, matrixed organizations responsible for some of the Intelligence Community’s most complex and sensitive collection programs, routinely advising senior leaders across the IC, DoD, National Security Council, and Congress. His regional expertise includes deep focus on East Asia, coupled with global mission responsibilities.
Bruce’s experience includes serving as Asia Mission Manager and Chief of the Directorate of Science and Technology for the CIA’s East Asia Pacific Mission Center, where he developed and executed multi-discipline collection strategies against the highest national intelligence priorities. He previously served as Chief of Technical Collection at ODNI and as the MASINT Community Executive, where he guided multi-billion-dollar investments in advanced technical collection capabilities.
At AIS, Bruce provides senior advisory support to strategic programs, including efforts aligned with the Office of the Secretary of Defense’s Strategic Capabilities Office. He advises on the integration of innovative technologies, Special Access Programs, and unconventional operational concepts to address hard targets and emerging threats. His work supports rapid capability demonstrations, transition planning, and alignment across DoD, IC, Combatant Commands, and mission partners.
Bruce is known for his ability to translate complex technical capabilities into operational advantage, guide senior decision-making, and foster collaboration across government, industry, and allied partners. His leadership and insight continue to strengthen AIS’s role as a trusted mission partner to the Intelligence Community and Department of Defense.
